From Rogue.com followed by my personal opinion.
An Imperial bitter with exotic traditional floor malts, citrusy, hoppy flavor and stupendous hop aroma. Rogue Brewmaster John Maier describes this IPA as a cross between a Very Extra Special Bitter and an Indian Pale Ale. Hedonistic!
Malts: Carawheat, C15, & Rogue Barley
Farm Dare™ & Risk™
Hops: Crystal & Rogue Hopyard Revolution
Yeast & Water: Rogue’s Pacman Yeast & Free Range Coastal Water.
World Class Package:
Draft, 22oz Bottle
I was at the Portland Saturday Market and was talking to the vendor about what was new and different and he pointed out Portland State IPA which was also bottle for for the Saturday market with a Portland Saturday Market Art and Ale India Pale Ale label, I was sold.
When poured from an inch or so above the glass if gives you a big whitish colored head that rests above a honey colored medium bodied beer.
The aroma is mostly hops with some citrus and a slight malt background.
A big hops bite that doesn't overwhelm with some citrus (mostly oranges, I think) coming through.
A slight citrus comes through in a dry aftertaste.
I liked this beer a lot.

Appearance - Pours a hazy, bright orange amber with an off-white, finger width head. Fair retention, leading to a thin but ever-present layer of film across the surface. Spotty lacing with fair stick.
Smell - Juicy orange, floral notes, a light wood earthiness and a touch of bread.
Taste - Follows the nose. Moderate juicy orange upfront and throughout, backed by lesser notes of woody character and a light toasted breadiness. Slight citric and floral notes in the finish.
Mouthfeel - Medium in body with moderate to lively carbonation. Smooth and easy to drink.
Overall - As with many of Rogue's hoppy beers, this one takes a balanced approach, allowing the full array of ingredients to make their mark. Note: Not a hop bomb. Instead, we have a balanced, flavorful beer with complimentary character.

Pours deep amber with a fading head.
Nose shows mint, pine, soft sweet clean malt. Very heavy pine and spicy hops.
Flavours are focussed on spicy and herbal hops with some very clean malt underneath. Easy-drinking but very flavourful.
Nice light body and moderately high carbonation.

A - Hazy apricot. Solid white head with a nice bubble structure, nice retention, and great lace.
S - Loaded with nectarine and orange fruit. Edges of honey, pine, and parsley.
T - Bright, fruity, bitter and yet surprisingly light on the palate. Unripe white peach and sweet nectarine stone fruits. Grapefruit center into a deep pine bitterness. Dry wood and cilantro on the finish.
M - Nice light frame, incredibly smooth, but a shade light on carbonation.
O - Big bitter bite, great flavor, and excellent drinkability.
