Spaetzle was good here, though basically it is their version of macaroni and cheese (so it seemed to me). This place has a dive bar feel to it that you don't quite get from looking at their website. Their evening only hours was a royal pain as well.
Service was alright, and the tap list was nothing special, but did have quite a few local & regional offerings. Maybe it was disappointing because we visited here right after Apex since it's just down the street.
Prices weren't bad, but I'm not sure I'll make the *special* trip to get here during their narrow range of hours.

I have been here a few times and each was very nice. The first was during a BA tasting event and it was pretty dead and relaxing early on a Saturday. The second was primetime on a Saturday night and it was overflowing with people, mostly cool, understated types. The last was on a Friday night around 9 and we got a table and drinks quickly. The beer list is small but always of high quality and they have some Belgian and other import stuff on tap that you can't get anywhere else in town that I have seen. The food is excellent as are the cocktails. Place is dark and loud but fun.

Visited Victory Bar for my first time for an AIGA networking event dubbed dMob, where you converse with other designers.
I approached the bar at night and was able to park about 3 spots up the street..excellent. The interior was lit with an amber glow. A fairly small interior for a group meet up but there was ample seating throughout...tables, a bar, etc.
The taplist wasn't huge but there were some good beers to be had. The service was fine. The bartender was a bit too cool...lots of gestures and nods...not a lot of talking directly...maybe it was the event. The bar was a bit hip, which I can deal with, but not my favorite vibe.

Visited Saturday afternoon 3/20/10.
A bit off the beaten path, Victory Bar is one of Portland's best attempts at a Belgian-style bar, the paucity of which is puzzling in Beervana. Ten to 12 taps, all well chosen included Mikkeler and St. Bernardus 12. A Belgian style food menu closes the deal, though the use of frozen fries for pomme frites was a bit of a put-off, though the game burgers appeared quite good. The space is pretty cool and relaxed, and apparently kid friendly. Visited during the Brewpublic pub crawl, and the help was certainly overwhelmed by the 100 or so in attendance, didn't show off good managerial skills in preparing for even. Though prices are a bit on the high side, I'd recommend this as part of a Division St. pub crawl, definitely worth a visit.

I avoided this place for a little while, because rumor had it, it was expensive. Well, yes and no. If 'you pay what you get for' is true, then this place is a steal! Came in on a quiet night, so i don't know how it gets when its bumping but no detail went overlooked here. Ambiance, service, food, and beer. Spaetzl to die for. As far as taps, they had some unique ones I've never seen before in Portland, such as Jewblelation and a less oft found selection of Belgians both in bottles and on tap. Many rarer bottles as well. Pretty cool altogether. Victory won my heart and my liver. A great place to take a date or friends, I certainly will recommend this place to anyone.
