I stopped in here about a week ago while visiting my girlfriend in San Francisco.
As with most of the shops and boutiques in Noe Valley, Urban Cellars was kept very neat and tidy. The cashier (who I assumed was the owner), let me be while I perused his small, but interesting, selection of beers.
I didn't come across (or didn't notice anyway) any macro lagers, which is always a plus. I saw a lot of west coast micros, German beers, and interesting Belgian ales. Everything appeared to be fresh, and most of the beers were kept chilled in wall coolers; all of them were kept in the back of the store away from direct sunlight. The only unchilled beers were some Belgian ales, which should hold up just fine. Nearly all of the beers were high quality, and I saw several cool rarities like 2 Turtle Doves, Mirror Mirror, and De Proef Reserve Signature Ale.
The beer prices at Urban Cellars were fair.
All in all, this was a nice beer shop that I'd recommend to anyone who happens to be in Noe Valley. There are a lot of better beer stores in the city though, and I don't think anyone should go out of their way to shop here.
