Typically would go to Claudia's on Sunday during football season, but thought I'd check this out for a change (they have the NFL ticket).
Belmont Inn is a fairly good size beer bar, with pretty much a no frills vibe. It has the feel of a fairly good size cafeteria, but with a moderate sized wrap around bar area, a couple of pool tables, and 4 or 5 TV's. BI clearly didn't want to spend any extra money on the furniture here, as is reflected in the table and chairs in the dining areaa (again, very cafeteria-like).
As for the beer selection, the BI boasts 25 beers on tap. While that sounds fairly impressive, just be aware that includes things like bud lite, newcastle, dos equis, blue moon, etc. It also includes stuff like the IRA and hop lava from double mountain, as well as the HUB IPA, but this is not the sort of place to visit expecting anything unusual or limited.
As for service, it just wasn't all that great. The staff were friendly enough, but otherwise service was kind of slow and the folks working here not very swift. When I inquired about the HUB tap, the bartender wasn't sure what it was, but then said he thought it was the IPA (which is what I asked about). He was nice enough to give me a sample (folks here were very nice), but once again, I just got the impression that the staff here know nothing about beer. Also, I don't know how often this occurs, but the staff seemed to repeatedly screw up the orders. One of the beers I ordered wasn't on my tab, and when I inquired a about it, the bartender just waived it off (that's nice, but if that happens all the time....). Also, when I was getting ready to leave (I told the bartender I wanted to pay my tab), he shouted to me across the back area about my order. I could see they hadn't included my hub ipa on my tab, so I tried to tell him that. Instead, he misunderstood, and ended up bringing me two more pints of HUB IPA and hop lava. I wasn't charged for those beers, but still.... I just got the feeling that the staff were just a bit inept.
As for food, BI seemed to have the standard pub grub (burgers, nachos, wings, etc.). I went with a small order of wings, and, sigh.... Portland is one of the best foodie cities I've ever been to, so is it so hard to get an order of wings right? My wings were undercooked, fatty and just not flavored all that well. I definitely would order something else were I to stop by again.
As for prices, I don't know if what I encountered on a Sunday was normal, but needless to say I was very impressed. My small wing order was $6, and my pints were a measly $3.
All things considered, I had an OK time at BI, but this is Portland. An OK time would be plenty good enough for me in other cities, but not here. There are just too many other outstanding options for me to want to come back here any time soon. Sorry guys, but the bar is set pretty high in Portland, and you guys just aren't making the grade.

Went to this spot to watch a UFC fight. It was packed. Atmosphere is good for a bar.
The taplist was decent. There were some great selections on by Sierra Nevada, Deschutes, Walking Man...it was more than a I planned for. Sweet!
Plenty of places to sit even though it was packed. Nothing extraordinary inside but a good vibe overall. People were friendly and service was good.
The line for beer was incredibly long at the bar but the spot was well staffed. The bartenders handled orders with ease. I barely felt like I was waiting in line besides the line being 10 people deep on average. Nice work.
