Went here on 8/12/09, about 12:30 pm.
Wow the streets in San Clemente are narrow. Don't access Port from El Camino Real, use Avenida de la Estrella to park on the roof. Port San Clemente is 2 stories, one houses a single bar which didn't appear to be open, but the bottom level houses a second, larger bar with the kitchen and a place to order food.
The atmosphere is nice, this locale is much smaller than the Carlsbad location, but much less raucous, more laid back IMO, but that just may be because of the time we went.
The bar has about 12-15 Port brews on-tap, one cask, and about 15 guest brews, and some wine. The bartender was prompt and even gave us some free tasters of the beer.
I had the Mesquite BBQ pizza for lunch which was quite tasty. The prices are quite good, under $5 for a pint, but the cask did cost $6. In the end I liked this place, the Carlsbad location has a better selection and the bottle shop next door, but this one is a lot closer actually being in Orange County, a nice place to go for pint or two.
