In terms of new beer that has come out this year, I would have to go with BA Abraxas and Hot Tropic.
In two weeks' time it will be Parabola...I'll dial back in then...

If you mean a beer that never existed before this year, I think Alchemy Hour is a good candidate. So is Pentagram, if you consider it a different beer from Five. I expect some votes for Dayman Coffee IPA, too.
As for beers that were new to me in 2013: Big Bad Baptist, 12.12.12 Vertical Epic, and Courage IRS come to mind.

It was my first time trying Avery Maharaja this year. I'd say that.
Crooked Stave's Saison Vielle (initial batch) or Funkwerks Bastogne (which is about to come in bottles under the new name, Solenna, I believe).
Overall new for me: Firestone Sucaba / best new beer of 2013: Bridge Road / Nøgne Ø Aurora Australis
