Stopped by here after a few beers at the PB Ale House.

Atmosphere is OK. It's actually kind of spartan, with a bar on the left side jutting out midway through the building to the center of the room. Tables dot the place and I don't recall anything else of note.

Quality is good. The beer's served in proper glassware at a good temperature and with proper amounts of head.

Service is good. We didn't have to wait long for drinks and the servers were friendly enough.

Selection was very good. A good amount of somewhat rare beers were available on-tap with many of the local breweries represented. I didn't take a very good look at their bottle list so I can't comment on that.

Value is good - pretty much par for the course in SD.

Overall it's not the coolest place in the world but they have a solid selection and friendly staff in an area otherwise lacking in craft beer. Not worth going out of your way for but if you're in the area it's worth a stop.

When I visit my Dad in SD, I have to hit the Tap Room. Great selection of West Coast goodies on tap that I don't get to see back in Boston. I thought the food was quite good also and our bartender was very nice , helpful and gladly let us sample anything. Great place to watch sports or just hang out and have a beer...or two.

I found this place after a fellow BA posted it in the forums.
The place is huge, plenty of flat panel tvs and a big screen for sports.
There are lots of tables, seating at the bar, and booths along one wall.
The beer selection is virtually all San Diego beers, about 5 from each brewery, with 6-8 breweries represented. As of this writing (March 2007)
they are:

Pizza Port
Green Flash
Karl Strauss (!)
Ballast Point

In addition there are single offerings from Firehouse and Coronado Brewing Co.

Happy Hour is THE time to go, all pints $3.

The food is not so great. The pizza sauce is weird but the crust is a decent thin style. Garlic Knots were like tough dough. The calamari rings were decent though. Portions are large.

The Tap Room is an excellent place to stop and get a beer if you are in PB. The only fault to the atmosphere is it falls in to that weird obsession of beach bars insisting on playing the music EXTREMELY loud even though there might only be a few customers. I don't need to hear "Juke box Hero" at volume 11 when I am watching a basketball game!
If you don't live nearby it would be a great place to make a (drunken) day of. I will check back during football season.
