Stopped here today on the way to Rotten Apple in Grafton.
The beer selection occupied one shelf, easy to find first thing. There were shelf labels with descriptions on the craft beers, which was good to see. Selection was limited, but there were quality offerings from Dark Horse (Perkulator, Scotty, One, Too), Ballast Point, Founders, Schlafly, Southern Tier, Bells, and several others. Import selection was slim, mostly your basic UK, Irish, and German offerings like Murphys and Spaten. Out of 10 cooler doors, only 1 door was all craft.
Turnover seemed a little slow on craft stuff, Schlafly Irish Stout was a year old, and 2 Hearted minikegs were from early '09 too. In the coolers there was plenty of New Belgium, but little else in the way of craft. There were about 100 beers to choose from, pretty impressive for a town this size. Everything is relative of course.
Checkout was friendly, and prices were very affordable.

Having spent four years of college in Jacksonville, I became VERY well acquainted with Top Shelf. Trips to the joint became weekend rituals for me and my literary society brethren. Being in Jacksonville, it had all the beers you might expect (Bud, Miller, Coors, etc.) as well as a decent selection of wine and hard liquor. When I started getting my craft beer chops, I relegated myself to the craft beer/import aisle... all ONE of it. I suppose it gets points from me because Jacksonville, IL is one of the last places I would have expected to find many craft beer staples, as well as some more regional selections (Boulevard, Dark Horse, etc.). However, the selection is painfully slim, compared to other shops I've been to. That said, it could have been a lot worse, and the staff are always friendly (as I was practically on a first name basis with some of them!). Overall, if you happen to find yourself in Jacksonville, I would most definitely recommend Top Shelf over any other place in town.
