Parker's is located about 5 minutes from my house,I've ate there several times.
The atmosphere is good, the usual bar mirror decor with a few beer signs, mood lighting, and a few planters arranged between booths. The sitting acomodations range from stationary stools at the bar to bench booths and a few round tables with chairs, all in all the place is fairly small, but nice.
Quality here is about average. Food prices are average for the town, drink prices are a bit higher than I'd like but whatever, selection is good.
Service wasn't anything phenomenal. I've been a few times and had a few different waitresses and haven't had any issues, always friendly.
Selection here on beer is easily the best for miles. I had around 70 options on the "beer list" and had a hard time choosing. Food is the average bar fare, wings, snacks, etc.
Food here is average, aside from the wings. One of the best wing joints in the area, Parker's has some amazing honey garlic wings.
Value is average here, the prices on food are average, and althoug the price on beer can be a tad high, they do have an outstanding selection.
Worth the time and dime.

Parker's has pretty good food, but the service always seems to be terrible - the waiters/waitresses are never too happy to be there. The menu and drink selections are both substantial. The lighting isn't great.
