While some on that list I would also say are definitely average - please give us an example of a brewery you consider above average in any state. Let me - guess is it one of: Hill Farmstead, the Bruery, RR, Alchemist, Trillium, etc?

They get the nod over Ballast Point due to Dirty Hippie. My favorite style is hoppy reds, and it's the best I've had. Really excited for their expansion to be finished, and to see what Kyle can create with some more resources.

Central Waters. However, if it was only one beer from one brewery in your state, I would pick Scream by New Glarus

Probably Carton. But it's a pain having to go to the brewery. I'm only 50 miles away and can't buy any of their beers in the area.

I'm mostly going out on a limb here, but Sixpoint. I'm pretty new to craft beer, and I've only had one beer by Sixpoint, but they have a great reputation. How a company interacts/treats their customers is important, and in the short time I've been on BA, Sixpoint has shown amazing interaction with their customers, and show they care about what WE want. The variety pack is simply awesome and can't wait to pick one up. I'll have an honorable mention for Ommegang. I like belgian styles a lot, and Ommegang is one of the best american breweries when it comes to belgians and I get great distro here.

Does it bother you that the beers are brewed in Tennesse?
