It's just yeast settling. The haze you "want" is due to the hop polyphenols reacting with proteins in the beer.
I've found that unwanted esters form with this yeast as it gets warmer. I always keep it around 60-62F and let it warm to ~65F when finishing.

If I was making this beer, with 5 oz of Citra, I'd add 3 oz at flameout and then dry hop with 2. Ditch the 15, 10 & 5 additions.
It's not the word itself, it's the fact that not all beer is supposed to be balanced. Yet people use that term in reviewing almost every style.
