I thought about that one, but it's got dark brown sugar as an adjunct. OP requested no adjuncts.

The one that freaks me out is Brooklyn Black Chocolate Stout. Strong chocolate taste in beer, no chocolate in recipe.

Nobody would release a beer with that name paired with that recipe these days. The market has changed so much.

Barrel Aged Blackout is pretty solid and a bit lower ABV

Anderson Valley's 'Wild Turkey Bourbon Barrel Stout' (6.9% ABV) seems easy to find. It mostly just tastes like Wild Turkey, though.

Big Bad Baptist. It's 11.8% (varies) but fuck it.

Burial Brandy Barrel-Aged Rosary Export Stout is only 8% ABV and is delicious

While, yes, it is delicious, it's not a stout.

I am not sure how easy this will be for you to get (not hard to get at all if your local).
Nightshade from Abandoned Building in MA comes in whiskey or rum barrel versions. It is a great base stout that fits your requirements (I think). I have a bottle of both the BA versions but have not tried them yet. They have few ratings, but the ratings are good!

Oh. It doesn't say anything about brown sugar on the bottle. I wonder if that's something they put into a lot of there big stouts. Either way, the percentage was a little too high for this anyway.

Tallgrass BB Buffalo Sweat should be out soon, should be available in Wisconsin, and will almost certainly be less than 11% (regular BS is only 5%). Unless the oatmeal disqualifies it.
You might be able to find someone in the Madison or Milwaukee areas with some Mobcraft Petrichor. I didn't particularly care for it, but several others on here seemed to like it. It was under 10%.
Definitely track down some Hoppin Frog, it's pretty easy to find, at least in the Madison area.
Sprecher Czar Brew is 11%, and you might be able to find some of last year's batch around. I won't suggest it's as good as CW, but nothing easy to find will be.
Tyranena Carnal Knowledge in the Wood would have been perfect, probably the only WI BA Stout that could hang with CW, but it'll be nigh impossible to find now unfortunately.
