While not a state...my district has a few great IPA/DIPAs.

I have to say that I like HD'nR better than FoN too. One's (FoN) a DIPA, though.
As a New Hampshire beer-fiend I've gotta go for Smuttynose's Finest Kind IPA
I'd say Ninja Vs Unicorn gets made often enough that you can find it reasonably fresh at all times.
Also if we are going by regular releases, Square Grouper deserves a nom, or at least Citra Ninja as that comes out several times a year.

CT: Gandhi Bot
VT: Well, damn. Abner? Heady? You almost have to go Heady by default, and I can't really argue with that. Let's just say that picking an IPA from VT is like picking an IPA from CA; good freaking luck.

Captain Lawrence makes a lovely DIPA that goes largely unnoticed so I am noticing it for you =)

Yeah- I knew they were canning it, but thought it was only available in a few counties close to the brewery. I also don't know if it sells out right away or not. But, what the hell, let the OP worry about that stuff
In a recent trade, I got a very nice New Hampshire DIPA from @mklisz. From the Barrel Lily is the name. It had one of the best aromas I've ever put my nose to. This was 10 minutes after sharing cans of Focal Banger which has a spectacular nose as well. We all felt Lily smelled better but didn't quite have the flavor of Focal. Definitely worth checking out FYI.

Jade on tap is just tough to beat--that nose is getting shorter.

minnesota: surly abrasive and furious, in close second if not a tied is indeed: let it ride ipa.
wisconsin: scream iipa, nuff said on that.
iowa: king sue for iipa and too many good ipa's and pale ales to just single down to one.

I'd almost have to look at the NM IPA Challenge results year after year. A unique event that pits anywhere from 10 to 16 breweries IPAs against each other for the common fan to taste and vote on. It's usually done in 3-4 different venues on different dates. The common fans vote.. This year Bosque Brewings Scale Tipper won. That's some great stuff. Definitely competes with Elevated.. For years it was Il Vicino's Exodus IPA, which has less than a dozen votes on BA.. As a state, I feel we are highly underrepresented as having world class IPAs... La Cumbre brought us attention. I hope other breweries start canning or bottling some of their great works of art.
NM: Consistently and a front runner for me would be La Cumbre Elevated Ipa

NE doesn't have an awful lot of them, but easily the best one I've had is Imperial Mango IPA
