@bbpro47 there's quite a bit of clamoring for people to be added to the BM thread regarding this spreadsheet, can you please help us (myself included) with this? Also perhaps make the spreadsheet itself read/write rather than read-only?

Hint 2 - I have been in other BIFs with my target, though I've never sent anything to them.
Hint 3 - shipping to another person in another BIF in the same state as my target - therefore I'll repeat my clue since it applies: Shipping to a state partially bordered by at least one large body of water.

 

Hint: My target's state flag depicts a living creature on it.
