I don't think IPAs are seasonal but I definitely think Stouts are.

Here is my beer calendar. Bear in mind that English Pale Ales/ Bitters, IPAs and Vienna Lagers are drank year round.

Jan 6th - Mardi Gras: Porters, Stouts
Ash Wednesday - April 1st: Dopplebocks, Porters, Stouts
April 1st-Memorial Day Weekend; English Pale Ales/ Bitters, APAs,IPAs and Vienna Lagers
Memorial Day weekend - Sept 17th; Pilsners, Helles, Kolsch, Hefes
Sept 17th - Halloween; Oktoberfest beers.
