I crossed you off the listed already but sure FFF would be local but being in Chicago you have better stuff than FFF I would say

Anyway, whatever I do send will def be stuff that I know is not making anywhere close to my targets state, well with maybe one exception...

 

I think "not in target's state" is the only necessary requirement. You can't go wrong sticking to those 24 breweries, but who is going to complain if their box includes Zombie Dust or Dreadnaught....

 

Are we allowed to guess who is sending us beer? Not that the person would say if you are correct I'm sure

I guess I'm screwed. I still have no clue. Think I crossed off maybe 6 people only.

 

I've penciled off a handful of people due to being in adjacent states, and if I'm correct that none of them are my sender, I have it down to 6 left (plus the 2 that aren't listed)

 

I have an early guess but it really is just a guess nothing more

Hint #5? - My target's city is less than half the size of mine in area and has about 1/6th the population

I assume if I ship 100+ ounces of "local" and 100+ ounces of my target's wants (that may or may not be local) I won't get any complaints?

#2 Shipping to a state with all 4 major sports teams...

 

hint #6 - since everyone is doing it... my sender's state has all 4 major sports covered with professional teams as well which I am pretty sure rules out only me and the coasties.

Wow...just took my first pass through the hints, and it think I have eliminated 17 out of 22 potential senders (I still don't know who the last two participants are). So I guess I will have to update my wants (which are currently non-existent) accordingly.
