Anecdotes of aged beers don't work terribly well in either direction. Cellaring quality will have a huge impact on a 5 year old beer, and even then, two bottles aged in the same conditions can easily come out with vastly differing results. I've seen plenty of both thumbs up and thumbs down on 07/08 BCBS. Personally I had an 07 a few months ago and it was wonderful. But I'm sure everyone's mileage will vary.

As for the 08/Rare comparison - it's not going to hold very well. For starters, we can assume Rare was stored in near-flawless cellaring conditions for two years. The same can probably not be said about most 08's in the wild. It was also aged in an enormous vessel (a bourbon barrel) vs 12oz bottles. Beer tends to age better in a bigger vessel. Plus the additional barrel aging could have an impact on the beer itself.

I consider BCBS to be the Cantillon of stouts. It takes great fresh but also ages gracefully. Everyone should have at least a case of this stuff in their cellar to enjoy over time.
