The key language is "may sell" — it's permissive. It means they don't have to do anything they don't want to.

Right, a place can can still have their own policy. But Joe Sixpack's point was that some breweries/brew-pubs try to use PLCB as the "bad cop" to blame their policy on.

I too have had a non troegs growler filled at troegs, no problems, no questions, etc. the only time I ever saw an issue was an older gentleman around Christmas wanted to get a growler that was covered inside and out with mold (he used it once the Christmas before and didn't clean / store it properly). they were polite about it but explained to him why they wouldn't fill it.

Iron hill (Lancaster) said they would fill a non-growler last year around thanksgiving. My dad had kept an iron hill growler around just for when he filled it every so often. when we went I asked the bar tender about the policy and he said they recently changed it. I guess enough people were complaining about not wanting / needing an extra bottle.

Having moved to PA not many years ago from Ohio... I can say for sure this state's liquor policies SUCK. The only thing the state of Ohio deals in is Liquor and they put those stores INSIDE the Grocery stores. Beer and Wine sales were open (likely licensed) to any retailer... it was much more convenient. I could walk to the end of my street and buy a 6 or 12 pack at the corner store and head back home during half time.

Having lived in PA for many years I already know. Find yourself a Philly beer week event to attend and enjoy some of the things that are there to be found.
