Thanks for the clarification, being new to BIF's/LIF's I was unaware that everyone guessed once and thought this was going to turn into a shitshow. Didn't mean to be a jerk or rude just wanted to keep the excitement of the BIF going and not get sidetracked but I guess I can cool my jets in the name of free beer. Hint #3 - My target's state has a law that prohibits seduction or corruption of an unmarried girl, or else he risks five years in prison.
Hint # 7, I will probably be shipping on the 21st. I have some upcoming brewery visits I'll be going to and will be including those bad boys! They will be going to a state that is connected to a body of water.

Just to clarify on the "border state" hints - it means that the target's state touches/borders the sender's state?
Usually organizers will verify that BIF targets / senders will not be in bordering states. This helps with getting different distro'd beers into new areas of the country. I'm sure @LehighAce06 can verify this though...
That in fact is correct and was stated earlier if I'm not mistaken. I assume that hint means a "border" state not a "bordering" state, as in TX (Mex) or MT (Can)
