Not to ruin the whole "drink local" thing but some of the best scotch ales you can find in the NW are Alesmith Wee Heavy, Bellhaven Wee Heavy, Traquair House & Jacobite, and Skull Splitter! Though not all of those fit the strong and sweet bill, but worth trying. Does Alesmith's BA Wee Heavy still show up occasionally?

Black Raven Splinters fits the strong and sweet.

I think BA Wee Heavy is available right now.

Boundary Bay Scotch Ale and Kettle House Cold Smoke are the pinnacle of the NW takes on this style, IMHO.

I definitely want to second Alesmith Wee Heavy as well as Bellhaven Wee Heavy. Besides those, I would add Fort George Plaid and Great Divide Claymore (not sure if Great Divide is available in Seattle). Side note, for some reason and not that I have an issue really with Portland/MacTarnahan's, I have always enjoyed Portland Brewing (MacTarnahan's) Noble Scot as well - cheap, readily available, and tasty.

Silver City's Fat Scotch ale is amazing, can't wait for the macallan barrel aged one coming out later this year.

Plaid by Fort George is spectacular in my opinion, also readily available.

I'll have to look for that. I haven't noticed any Fort George 12 oz cans (Bend).

It's seasonal and the latest canned dates I've seen were in November I think so it may not be kicking around any more down there.

Whole Foods and Brew Shop should still have it, maybe Newport and/or BTBS. I've seen it in the past week.
