There were no signs at all of mold/mildew through out the whole fermenting process, when I smell and taste it has a mildewy smell to it and taste how it smells, kinda sweet lactose flavor... it's a 9.2% stout.

To me that looks like the yeast folliculating. Did you add any lactose or other flaked grains

Other than yeast as mentioned above, it could also be a little bit of hops trub that got bottled. But how old/young is this beer? It may just need additional conditioning.

It's just the smell thats off putting, but it always had that smell from the first week of fermenting. I'll let it condition longer. The sediment at the bottom kinda dissolved and it's just a cloudy beer now. Probably just yeast like described earlier

9.2% + Stout + only 3 weeks old = RADAHB (but not one of the stouts)

Give it 2 more months, then try again

6 weeks seems like a pretty short fermentation time for such a big beer. Are you smelling/tasting a green apple like flavor?

My brother mentioned it has a wine smell/flavor I was trying to pinpoint that flavor, but that's what it taste like. I'll give it more time
