A lot of these have already been mentioned, but my favorites are:
Non-BA - Founders breakfast stout, Founders imperial stout, OB Ten Fidy, Alesmith speedway stout, wichita brewing company Jamaican me crazy.

BA - BCBS, New Holland dragons milk (especially the chocolate/coffee variant).

Honorable mention - SN stout (it's not one I pick up often but it is a terrific stout, and hoppier than some), lagunitas imperial stout, Ballast Point VaS (not technically a stout, but darn close and darn delicious).

I'll add Eclipse Elijah Craig 20 White Wax. Singly the best BA Stout I've ever had, not a close second. This pairs with the CW BA I mentioned previously, if I could get that all the time I'd be happy, under the radar.

Second North Coast's Old Rasputin and Left Hand Milk Stout.

Die Schwarze Kuh by Gusswerk is also really REALLY good, I actually made a sriracha-stout barbecue sauce with this one after drinking half of it.
Pax Bräu's Licorice Oatmeal Stout - reeeeeeeeeeeeeeally goddamn smooth. The licorice in it wasn't too strong so I appreciated that.

And for your BA needs: Lervig's 3 Bean Stout on Bourbon Barrels. Smoothest 13% I ever had.

Non BA - Expedition Stout (by far the BEST nonBA stout to age), Ten Fidy, Speedway Stout

BA - parabola, black note, kbs, the abyss, cbs, bcbs, and a bunch of others - for BA stouts id almost go with listing bad ones over good ones because in my opinion a ba stout should by definition be awesome. There's definitely a few watery and/or contaminated ba stouts that could be thrown out there that would save someone the 20 bucks for a wasted bomber.

I'm pretty familiar with the IPA/DIPA scene and some of the best offerings available, specifically in the New England area (Tree House hops, Trillium, Alchemist, Hill Farmstead, Other Half, NEBCO, etc.) but my question is what are some of the best stouts around? Where it's BA/Non BA, Imperial, American, milk/coffee, etc....

Stouts are quickly becoming my favorite style of all - especially this time of year but I feel I haven't experienced many "great ones".

I understand this is a very broad question but which would you highly recommend?

    Tree House's Double Shot?
    Ten Fidy?
    Founders Breakfast stout?
    Alesmith Speedway?

Everything you mentioned (except I haven't had the Treehouse one). Speedway Stout is one of my favorite coffee beers ever.

    Prairie's Bomb
    Founder's Imperial Stout
    Bell's Expedition Stout
Lagunitas' Imperial Stout (probably the best price of the bunch, and it's a great beer)
Mikkeller's Beer Geek Brunch, Breakfast, and Weasel (that's three different beers)
    Victory's Java Cask
Great Divide's Yeti - Plenty of variants on this one as well
