I do understand your point now. I just disagree with both your characterization of the regulation (it doesn't seem so major if the enforcement only came after widespread media coverage with a punishment that consisted entirely of "you need to stop doing that until you talk to us") and of what being ignorant of it says about the brewers.

And I don't live in Florida and have never heard of the brewery so I certainly don't have any skin in the game.

I don't even live in the United States, and I know that Cannabis is illegal at the federal level. Do they not have Google in Florida?

    Yes, we'll agree to disagree.

Especially since the only reason we know about the C&D letters in this case is the publicity.

So I for one don't know how many breweries sought and received approval for using these oils before brewing (there do seem to be some). Nor do we know how many breweries followed procedure to get prior approval before brewing with any ingredient not on the approved list or got a C&D letter for not getting approval before brewing with any ingredient not on the approved list (whether an oil or not).

A good example, since NB obviously knows what they are doing. Hemperor's COLA lists its class as "906 MALT BEVERAGES SPECIALITIES - FLAVORED" [IMG]
and is correctly labeled according to
Examples of Adequate and Inadequate Designations in Accordance with Trade Understanding

And, as such, it required a formula approval, according to TTB Public Guidance: Beers and Malt Beverages that Require Either Formula Approval or Formula Approval with Laboratory Sample Analysis (last entry in the first chart).

Well, that is what the regulation IS! You can't brew with unapproved ingredients until you "talk to us" (i.e. submit your recipe, sample, etc., for approval).

And, as @drtth points out, we don't know how often the TTB gets involved with brewers proceeding without approval since they didn't make the newpapers.

Your original thought was noted. And ignored. Because
Both of those breweries "inexcusable" behavior also got them a lot of free press.
    But...
There's what's printed in the ttb, and what isn't, and It is doubtful there is mention of terpenes derived from Hemp products in a section that is next to impossible to locate.

    The list is not necessary.

I’m not a brewer and it took me about five minutes to find a tutorial, the formula approval instructions and requirements, etc. etc. so it's not that hard.

    https://www.ttb.gov/formulation/index.shtml

Simply read a bit, follow instructions, answer a series of questions and get an answer.

Well, no you didn't ignore it. Unless you call replying "ignoring"...
