Your best bet is getting close to downtown..the IB/chula scene isnt great.. downtown has modern times/bottle craft/best damn beer shop. Good luck.

I’m assuming you have family in IB, because no one visits IB. Monkish does not distribute outside of less than 25 kegs or so going to special events. Bar sin nombre always has a good taplist and there are a couple breweries on 3rd Avenue, just none of the big boys people would recommend.
And don’t go in the ocean in IB, unless you want to grow a third arm. It just rained and that mean all the sewage from TJ will end up in IB.

Staying in IB in a new townhouse via Airbnb but will be spending majority of time in San Diego. Will be eating/drinking in San Diego.

If you put yourself in the downtown area, I suggest Resident (inside an eatery called The Local), Half Door, and The Bellmarker. Best Damn Beer Shop would be the bottleshop in the area but I personally wouldn't spend my money there.

If you continue traveling towards Point Loma then Modern Times would be the obvious choice and you can go to the Liberty Station area (about 2ish miles south of Modern Times) and hang out at Bottlecraft Liberty Public Market. Plenty to eat and drink there with all of the restaurants and you can walk around with a beer checking things out. Just mention that since they have to give you a plastic cup instead of their logo'd glass one if you leave the area of the bar.

If you see yourself traveling even more around the Point Loma area and find yourself in Ocean Beach then that Pizza Port location shouldn't be missed.

A bit more north and you end up in North Park with a plethora of satellite tasting rooms and bars. Plenty of food. And I would definitely stop by Bine n Vine for your bottle purchasing. For breweries here I would recommend Eppig, North Park Beer Co and Rip Current. As for bars I would recommend Toronado, Tiger!Tiger! and Blind Lady Ale House.

I won't go further north than that since that already takes you about 20-30minutes away from IB on a good traffic day.

But if you put your balls in an iron sling, that vibrant but tasty beer scene in Tijuana is just a cheap cab ride across the border.
