Almost any canned beer that can be found in Texas is already in Houston. Have your friend meet up with a BA or send him to a Specs to find them. There's no need to have beer shipped from Austin/Dallas/SA to Houston.
The bar at my work uses them all the frikkin time for deliveries of bottles if they need product before the distro's delivery date. They don't mail it to ya though... they send out a truck from whatever your hub store is (Specs Brodie for us) Don't know if they deliver to regular ol consumers though.
They do deliver via UPS I believe. And if I remember correctly, the prices are kinda high. You can also mark it for pickup at the flagship store in midtown/downtown. I placed an order once for some cool things they had listed. A week or so passed before they finally canceled the order with a curt email "These beers are sold out".
