Lots of good ones... my favs:

    Bear Republic
    Ballast Point
    Green Flash
    Lagunitas
    FFF
    Surly

Revolution doesn't have a ton of IPA, but I really enjoy a nice cold can of Anti-Hero!

I suppose, you haven't tried the "updated" US version of Bass. You'd find it hilarious too--in a perverse sort of way.

Already been mentioned here, but I would reiterate:

Boneyard - Hop Venom, Nefarious, etc.

Societe - The Apprentice, The Pupil, The Roustabout

Russian River - Pliny (Younger/Elder), Blind Pig, Russian River IPA, Hoptfather, etc.

Maine Beer Co. - Lunch, Another One, MO

    And of course there is...

Lagunitas - IPA, Hop Stoopid, Maximus, Sucks, Waldo, etc.

Stone - IPA, Ruination, RuinTen, Enjoy By, R&R, Anniversary, etc.

Jackie O's has not (yet) canned Mystic Mama, Matriarch or Mandala Citra...but on tap they are outstanding.
Three Floyds may still only show up erratically and be a bit pricey but all the IPA's are great.
Brewkettle's White Rajah is my top regular IPA, a nice Citra bomb and Ruddy Rye a Rye IPA is a beer I get often.

Bell's. Two Hearted is a solid "flagship" and the best IPA at my Fav bar in town...while Hopslam is Bell's star and Oracle is a very good DIPA.

Pipeworks and revolution have an awesome selection of different IPA variations, not just one to three different IPA's

Personally, Stone is my go-to for IPAs; almost their entire lineup bursts with hops, and the quality is consistently great.

My runners-up would be FFF with Alpha King, Zombie Dust and Dreadnaught, and Half Acre for Space, Navaja and Double Daisy Cutter (Daisy Cutter for those who like their IPAs smoother and less strong).

Hill Farmstead makes a number of OUTSTANDING IPAs. In addition, their Pale Ales and DIPAs are OUTSTANDING as well.

    Cheers to Hill Farmstead!

Elysian seems to be underappreciated for their beers.

Based on my limited experience -- and personal bias towards California breweries -- this is my ordered list of best IPA makers, including my favorite entries:

    1) Alpine (Nelson, Pure Hoppiness, Duet)
    2) Russian River (Pliny the Elder, Blind Pig)
    3) Stone (Enjoy By, RuinTen, Ruination
    4) Lagunitas (Sucks, Hop Stoopid, Maximus)
    5) Sierra Nevada (Torpedo, Hoptimum, Celebration)
    6) Ballast Point (Sculpin, Big Eye)
    7) Port (Mongo, Wipeout, 5th Anniversary)

While this thread is not gonna pick the best brewery for hop masterpieces, it sure does point out the astounding amounts of great IPA inspired hoppy ales we hopheads have to enjoy. I don't think there is another style of beverage or food that is as well represented with the world's best as are hoppy ales here and now. Maybe pizza, but the truth is there are great hoppy ales all across this country. While there are great pizza, they're only great in a few areas.

San Diego certainly kills it as far as IPAs - I was also really impressed with the Hoppy beers from Hess Brewing at their new North Park location...
