I must vote Stone. Here is why:

Old Guardian, Smoked Old Guardian, Stone IRS, Stone Espresso IRS, RuinTen, Dayman Coffee IPA, R&R Coconut IPA, Stone Farking Wheaton W00tstout, Cali-Belgique and their usual suspects Arrogant Bastard, Oaked Arrogant Bastard, Ruination, Stone IPA, Levitation, and Sublimely Self Righteous. Am I forgetting any?

Who do you think can compete?

Leading what? Most of those are beers that have been around for quite a while. So it looks like they are falling behind the curve. Getting repetitive. Stuck in a rut.

But since you are from CA its natural you'd think one of your locals is leading in something. :-)

Victory, DFH, Sierra Nevada, etc. I'm fairly sure most any major craft player can compete with Stone. Now if you're asking which brewery makes the most highly regarded beers, that's a different question and a matter of opinion that changes from year to year.

Enjoy By is the only beer from Stone I will buy. Their regular offerings have never impressed me and the recent wootstout and coconut IPA were awful. More money in my pocket and more beers for you I guess.

Alchemist. Every can of every batch of every beer they produce is sold out within 24 hours. Unless there is a brewery that does it even quicker gotta go with Alchemist.

Completely forgot the Enjoy By series. Another plus for Stone 2013.

Also in regards to the w00tstout, I just had it last night and it is delicious. What was it that made you think is was awful?

Yes, you are forgetting their best beer, Double Bastard. They are very good I have been a fan for a looooooong time. However, I can think of many breweries who do every style you mentioned better (though not the one I mentioned)

Double Bastard has not been released yet this year. (Though I agree, one of my favorites from them).

I'd imagine the best breweries are basically the same as last year, or even ten or twenty years ago.

I probably should have set some criteria, so to clear up the confusion I will.

Basically, in your opinion, what brewery is making the most delicious new beers this year, while still maintaining the quality of their established line up?

In this regard, I do not consider Sierra Nevada to be leading, because all they have newly released is BA Bigfoot. (Correct me if I'm wrong)

I would think Crooked Stave. It seems everyone is ISO of their beers now even though they've beer around for while. I remember when their WWB series was just collecting dust on the shelf (like Cantillon) and now good luck finding any of them.

Based on this newly established criteria, Short's is the easy pick.

Quality and consistency has improved across the board, there is no longer any question about their QC. Their limited releases seem to fall every two weeks, and 13 of the 32 releases are new to bottle distribution.

Don't have access to Short's? It sucks that you don't live in Michigan.

The one who's beer you enjoy most often, and/or gives you the best bang for your buck according to each person's own criteria.
