I would go so far as to say- you won't even find an U Fleku substitute in the entire czech republic , it's a tasty and very unique beer- which is kind of sad, given how touristy the place is.
There are dozens of tasty dark lagers in many different strengths throughout the czech republic though.
Budvars I personally do not like too much. From the more well known breweries, Bernard sure makes my favorite, though it, in and of itself, is pretty different from your archetypical czech dark lager- dryer, stronger, and withou that sweet, nutty note that defines a lot of these beers.

A Texas lager discussion reminded me that I liked Lobo Negro from Pedernales Brewing Company.
I thought it was a decent german style dark lager (I don't know if its more of a schwarzbier or dunkel). Their website suggests some coffee/chocolate aromas and deep rich malt flavors.

Of course it won't match U Fleku but it may be another option for a beer providing some aspect that you liked.

I remembered that I had seen a description of Czechoslovakia's tax system from a Swedish governmental report from 1936 and on page 181 it says:

"In Czechoslovakia they use a product tax with a tax for "Schankbier" of 46 heller, for "Lagerbier" of 60 heller and for "Spezialbier" of 80 heller. With "Schankbier" they mean a malt beverage with an original gravity no higher than 10 percent - malt beverages with an original gravity of less than 9.5 percent is not allowed in the open market - with "Lagerbier" a malt beverage, which is sold under this name or whose original gravity exceeds 10 but not 12 percent, and with "Spezialbier" a malt beverage, which is sold under this name or whose original gravity exceeds 12 percent."

I just bought a 6-pack of Stesti Brewing Company's Dark Lager this past weekend. I only opened one bottle yesterday but I was amazed at it. The complex dark malt flavors melding together with a modest amount of roastiness sitting on top was delicious. I really don't want to have to drive down to the Houston or Bryan/College Station area to get ahold of it.
