Hint time: #1: I am, per usual, shipping south and east.
#2 - My targets state touches a large body of water.
#3 - I have been in my targets county, and I am trying to remember if I've been in her/his town.

Hint #3 (and no more for tonight)
I have been to my target's state. I have had beer from my target's state. I have never had a beer in my targets state.

I mean, I’ve seen crows flying and it wasn’t north they were heading. And the racket, good grief! Put Canadian Geese to shame.

Just got home from work, after a hellish night where the credit card system went down. That was loads of "fun".

Hint 2 - Your city/town is at a lower elevation than mine.
Hint 3 - Your city/town has a smaller population than where I have my packages delivered, but bigger that where I actually live (Waite Park, MN)
Hint 4 - Your city/town was founded before mine.

Rainier is gorgeous. We have a pretty stella view of her from the hallway windows at work, and working night shift I get to see some incredible sunrises painting her all kinds of colours. Terry probably has some great views of Mt Baker as well.
There are a couple of points around here where on a clear day you can see up to all 5 volcanic peaks in WA all at once

(I think you can only make out two maybe three in this shot, but oh well. The big one on the left is Rainier, but a little further away than your pic, Dale!)
The traffic out here is for shit, but it's a gorgeous little slice of the world all the same.

For a second I misread the second clue as "not" much like the first clue, and I was like, "well, it sounds like you're just going to dump a bunch of beer directly into the river, and while that may be some clever historical homage of some sort, it also seems like kind of a waste of good beer. I mean, hell, Portland may not be contributing to this BIF, but they've got tonnes of good beer already!!"
Turns out I was wrong and the little dialogue that's constantly running in my head very rarely has a place in the real world.

 

Or maybe there's a stealth participant who will be on a boat in the middle of the Columbia at Vantage on the reveal day.
