Ahhh, you are right about the Chicago to Philly line. Lord I need to ask my dad again about which my grandfather was a fireman on? I thought they said the Ohio Pennsy line, but that doesn't make sense because he would have been jumping on near Kokomo, IN.

I looked up Eastlake after your guess, I think it's more of a community in San Diego region. Definitely not the elevation of the lake in my local mountains...roughly an hour and a half from my home...near CSUF. Go Titans!

While my target @MacMalt has correctly discerned his identity, one full third of my hints apply to someone else. Perhaps this - the final piece of my decoding - will help:

Hint #1: My box will likely travel South, but it will definitely travel North.
Hint #2: If I ignored the number of participants in each region, and just said F'-it, and had those four regions play off bracket-style, this target would not be one of the 8 participants of this BIF excluded from the bracket and forced to watch from the sidelines.
    Hint #3:

Hint #4: My target's state contains at least one peninsula. I can neither confirm nor deny whether or not my target's state contains a peninsula inside a lake, and if so, whether or not that lake is inside an island, and if so, whether or not that island is inside a lake, and if so ....
Hint #5: This target's state's population is just over three times the population of the state where the box originated.
    Hint #6:

Hint #7: I am shipping to a BA with zero or an even number of numbers in their BA username.
Hint #8: This target's state name is derived from, coincidentally enough, a peninsula. While the box is coming from a state that also has peninsulas (including a state park named after a peninsula), the name of the state itself means something else entirely, but is also related to a geographical feature.
    Hint #9:

Hint #10: My target has a lower number than I in more than one, but not all six, of the following categories: Beer Reviews (or ratings); Place Reviews; Trades; Posts; Likes Received; and Karma.
Hint #11: This target has less beer karma than this sender.
    Hint #12:

Hint #13: My target has one or more capital letters in his or her BA username.
Hint #14: This box's target is closer to a major coast than its sender.
    Hint #15:

Hint #16: My target's state borders an ocean, but my target is at least twice as far from that ocean as I am from my nearest ocean (which is, perhaps, the same ocean - or perhaps not).
Hint #17: The two-character state abbreviations (e.g. FL for Florida, GA for Georgia) of this target and sender pair share one letter in common.
    Hint #18:
    https://www.youtube.com/watch?v=J7_bMdYfSws

Hint #19: My target has participated in multiple rounds of this BIF, yet has never been my official target until now - and, IIRC, never been a ninja box recipient from me (but I am fixing all of that this round!).
Hint #20: This target's state name has four syllables, but is shorter than this sender's state name.

I have apologized to the Dude, @JayORear ,for my lackluster participation in hints. But here is a breakdown.
I was also building to the Disney Coco response while you sealed the deal, the song Un Poco Loco would be a reference to the Poconos.
I also had a clue ready that involved a local ski lift chair mishap up on Camelback Mountain in your vicinity.

I'm gonna do some hint explaining, here are the hints:

Hint time: #1: I am, per usual, shipping south and east.
#2 - My targets state touches a large body of water.
#3 - I have been in my targets county, and I am trying to remember if I've been in her/his town.
#4 - My targets town was/is home to a minimum of 1 Olympic Gold Medal winner.
#5 - My target lives in one of the below states.
#6 - A product and a service that the vast majority of us have used also calls my targets city home.
#7 - If the Interstate Highway closest to you is I-"Number Tony Stewart had his first few years in NASCARs top Division", you are not my target.
#8 - There is no Big 10 school in my targets state.
#9 - There is no Big 12 school in my targets state.
#10 - At least 1 piece of swag I send will be totally useless to my target.
#11 - The King of The Outlaws, Steve Kinser, has won at least 1 race in my targets state, and that was at a track that might might surprise some folks.
#12 - My target lives East of the Mississippi River.

#14 - My target lives East of I-65 and south of I-80.

    #18 -

    Answers:

Welp, I guess we’re cranking things up a notch .....

Our friend @BBThunderbolt with the ninja hit. I’m speechless - like, literally without speech .....

There’s swag, including a killer glass, and there’s some magnificent beers. I don’t do “Wants” here because ..... I’m not sure why, but if I did, Bodhizafa would be at the top of the list. Outstanding.

Old Stove is new to me, so I’m excited to try these three beers. And then there’s Boundary Bay.

I’m really excited to try the beer (WCIPA fanatic right here), but the glass ..... well, I’ll just say it’s already washed and ready to accept beer this evening, because I’m a BIG fan of Boundary Bay glassware .....

Terry was my sender in NBS BIF #5, in the spring of 2017. We were in the process of moving from Minnesota (where we’d been for 18 years) to Texas and staying in an extended stay hotel in Mankato for a couple of weeks before we could get on the road to Dallas. It was ..... a very involved period in our lives.

Anywho, Terry had to send the box to Mrs O’s employer and she was ..... exercised (“YOU’RE IN ONE OF THOSE BIFFER THINGIES WHILE WE’RE MOVING???!!!???”), so the stress level was pretty amped - and Terry sent a TON of fantastic beers, and the Boundary Bay glass (and a Wander glass, too), which instantly clicked with me, because I’m ..... not gentle on glassware, and shaker pints can take a beating and hold up well.

That glass has served me beer in Minnesota, Kansa City (had to spend a night there on the way to Texas), Texas, St Louis (had to spend a night there on the way to Indiana), and Indiana. If I had a $10 bill for every time I used it, I’d buy the internetz. I’ve told Terry how much I like that glass (he probably thinks I’m a little loony tunes) a zillion times - and now it’s got a partner.

I’ll tell you what, it’s gettin’ dusty in here.

Thank you SO MUCH, Terry. What a magnificent beer nerd you are.

I really liked the 1516, but these are the only ones canned right now. The Hopgarten Pils won’t be around until summer, that imo is a bad idea.

The beers I shipped to Ozzie will probably be in my targets box, they’re kinda appropriate beers all things considered. There is some commonality.

Well, we no longer have those shakers, you might want to move it to the semi-retired shelf. I recommend hand-washing that Becher, the silver tends to wear out in machines (some of the ones at work are looking pretty ragged, a year on).
