In industrial beer production, does the term dropping bright refer to is the green beer that is racked off from primary fermenter to the conditioning tank known as green beer or is the after initial racking in the primary fermenter or is it the dropping of yeast in the conditioning tank known as dropping bright (possibly with fining agents)?

Are conditioning tanks known as BBT (bright beer tanks?

    Yes.

Dropping bright generally just means that the yeast has completed primary fermentation and has settled out. A brewery could choose to add finings to accelerate this process or not.

The beer could be transferred to another tank (as you mentioned a bright tank) for additional conditioning time if chosen/needed. Not all breweries use bright tanks.

There are various configurations within breweries based upon a combination of brewer choices and economics.

    Cheers!

But does the term (dropping bright) still apply if the yeast has flocculated and floated to the TOP? It seems more like 'skimming bright
'?I assume the beer will be drained off into a separate secondary tank or may remain in the same tank in case of a unitank for flavor maturation and other conditioning regimes?

Yeast doesn't do that after fermentation is finished. Not normally, anyway, and not that I've ever seen.

You're asking a question about commercial brewing in a homebrewing forum, so, although we have very knowledgeable people here (including a few occasional commercial brewers), you may not get a large response. So you might also consider asking your question at probrewer.com for more info.
