Just had a Revision Disco Ninja last night. Not a standout beer by any means. I can think of many other IPAs from Nevada that are more noteworthy/better, including others from Revision.
Blimey is a fine beer, but it's not even Reuben's best IPA, not even considering Bodhi, Cedar Dust, or a couple dozen other WA IPAs. And, I like RPM a lot, but in a state where Pallet Jack (and it's half-brother Wanderjack) exist, that's just laughable for OR.
2X4 is a great DIPA from Wyoming. Regular IPA I would say Snake River Pako's. Or...locally, one of the delicious ones from Mountain Hops but they don't distribute muchly in the state.
Colorado: Both Comrade Superpower IPA and More Dodge Less Ram are better standouts. Juicy Bits is more well known and emerged during the rise of the New England IPA, but its now just another one of those, maybe better than some. Westbound and Down IPAs stand out more as well. Pennsylvania: Perpetual IPA? Really? No shade, but this is a solid option, nothing more or less. Whatever, these lists are often lazy.
Broccoli for NY, that's pretty interesting. I haven't had it yet, but I've had a bunch of other Other Half beers and they've all been delicious. I'd maybe say Grimm's Afterimage is my top pick for NY IPA, so far.
Lift Off IPA by Daredevil Brewing in Indianapolis? There are only 309 ratings here on BA and it has a rating of only 3.93. I’ve visited that brewery and would have to check my notes to be sure whether I've had it to base this judgement, but several Three Floyd's IPAs should beat that beer.

They don’t list their criteria, but as a Vermonter I object, and I think I can get a lot of agreement. Fiddlehead is my local brewery (2 miles away) but Fiddlehead IPA is a long ways from the must try IPA for Vermont. I’m not even going to start a list Bogus article

Obviously all these lists can be nitpicked to shit, but I at least appreciate when you can see some kinda consistency of methodology/thought process across the picks and this is pretty weird. Most I can understand from a certain POV, like Broccoli isn't THE best IPA you can get anywhere in NY, but it's one of the classic flagships from probably the most important NY brewery of the last 15 years, and at this point is pretty widely available, so makes sense. On the other hand I love Fiddlehead, if somebody said that was their favorite VT IPA I wouldn't put up a fight, but going that over Heady seems like a subjective value judgement given how iconic and just great Heady is, and it's not that much less easily available in the region. Plus Mastermind is the best IPA Fiddlehead makes anyway.
Agreed, but my guess is that RPM is probably the biggest selling Oregon ipa. I read the small print in the OP, but it sounds like "best selling" is probably the actual criteria for the list.
