The name is an intentional play on words. "Khmel" is Russian for hops. By adding the "-er" to the end, they make is sound like Miller, but hoppier. Cute.
Pours a decent golden hue under a firm white head that lingers reasonably long, leaving healthy lace most of the way down the glass. The nose was too grainy, betraying the rice listed as an ingredient. The mouthfeel was heavy, again pointing to the presence of the rice. The taste was malty, with a decent flowery hop finish. The aftertaste was more grain than hops, though.
I had this at the brewery, while chatting with the Russian brewmaster, her German brewmaster advisor, and the owner of the company. The two brewmasters admitted regret at having put rice into the brew, but the owner said that this beer had been brewed by special order, and that the client had specifically requested rice. He shrugged his shoulders and said that the customer gets whatever he wants. Thus the need to make a buck (OK, ruble in this case) wins out over brewing integrity. Oh well...
