The Quimera Brewpub is probably my favorite place to enjoy a beer in Lisboa. The ancient horse tunnel is really cool and you should check out the history on that, although the mustiness and embedded smokiness from days gone past doesn't exactly help with tasting beers. You can, of course, sit outside which is nice as well but lacks all of the charm that the interior offers. The service is exceptional, and the food is really good. It's simple stuff, and the menu is limited, but I love their burgers and if you like a good pastrami sandwich they've got you covered. There are 12 taps and they do a lot of interesting beers, unlike most everyone else. If you like sour beers, barrel aged beers, and just unusual stuff you can find it here, and they also make the regular styles that everyone wants as well (APA, IPA, Irish Red Ale, etc.). Every beer is good, and some are great. They also do live music which is interesting as the sound has got to be great (and loud) inside the tunnel.
