I tried this beer as a 4 oz. taste at the Oregon Brewers Festival, 2006. The intriguing sounding description drew me in; gluten-free beer brewed with sorghum & tapioca instead of barley. As of August 2006, it's on-tap at Widmer Gasthaus on N. Russell in Portland.

A: Warm, golden yellow with a bit of frothy white head.
S: Quite sweet smelling, herbal with a hint of floral character like a honeysuckle or gardenia. Orange zest smell gives notice that there are some hops in there too.
T: Upfront sugary sweetness, intense at first then softened by a modest hop backbone. There is some balance, but flavors lean more toward a cloying sweetness. Other poster commented on the white grape "vinous" quality of this beer; I'd concur & liken it to the crisp but startlingly sweet flavor from an ice wine. Another similar taste is the gum on an envelope flap.
M: Very clingy, medium mouthfeel - these attributes might be good ones if the flavor was more likable. Also seemed pretty syrupy, like carbonation levels were very low.
D: An interesting brew that's for sure. I don't think I'd ever order this again, but it was worth a try for a $1 token. I hope that a good tasting group of gluten-free beers can be developed for those who have illnesses or allergies to the standard ingredients; alas, this beer was not as good as it needs to be IMO. I'd love to know what someone who otherwise couldn't drink beer thinks of Hooligan...

Brewed exclusively for the 2006 Oregon Brewer's Fesival. Billed as a gluten-free pale ale brewed with tapioca and sorghum, with Summit hops for bittering.
Pours a cloudy, lightly golden topped by a thin white head. Aroma of honey, sweet white grapes, and a touch of grapefruit. Palate is almost too sweet, with primary notes of honey and citrus. Finish is rather vinous, with a strong suggestion of white grapes and just a little bit of sweet bread. Very interesting, and I'm sure my friend who suffers from celiac disease would appreciate that it is gluten-free. Still, it's not really for me.
