I keep my heavy stouts in the basement in a dark area. Is this good enough or do I need to invest in a beer fridge? What is better for aging bourbon county and other barrel aged beverages?

It depends on what you want out of the aging process.

A fridge will keep beers in their "original" state longer, as the cooler temps will slow the changes in most beers. A dark, cool basement will let beers to age more "rapidly", by which I mean at a pace that most of us accept. My basement is dark & averages about 55-60 degrees during the year & I haven't had any issues aging stouts & other beers for 5+ years.
