    Interesting stuff!

And sorry, I meant 1.7oz x 2 for a total of 3.4 oz, but I may bump it up to an ounce per gallon.

IMO 3.4 oz/4.25g may be pushing it . . . and that's from a card carrying Hop Head. I tend to DH at the 4 oz/5 gallon rate, but Citra really is more potent. Your emphasis here is on absorption of hop oils, here's a pretty good reference:
    https://www.hopunion.com/hop-varieties/

When you look up Citra you see it's hop oil level is one of the highest. So Citra additions don't compare directly with other more modest hops (oil wise). Also, if kegging, you can always add a smidgen more dh if needed.

Pliny is dry hopped in two additions and there is little finesse involved: 80% of the total goes in for 12 days and the remaining 20% goes in for 5 days (overlapping). Some here will post that dh'ing is all complete in 5 days and extended dh'ing adds a vegetal aroma . . . but I'm not one of those. Not sure of the science involved, but I've copied this schedule with good results.

In my all citra IPA I do 4 oz at 10 min, 5 min, 0 min, and dry hop for a total of 16 oz of citra hops. This is for 10 gallons. It is a citra hop bomb. I do not think any one needs to add more then that. Last time I did all two row with one lb of crystal 40. Used s05 yeast and fermented at 60 degrees for a few days until fermentationslowed then bumped it up to 70 degrees for two weeks. Mashed at 150. Add warrior at 60 minutes to bitter it to your desired level.
