Full Sail Amber. Highland Gaelic. North Coast Red Seal. Full Sail is also lower in price. Bell's Amber is another.
I'm going to have to disagree with Red Seal. That has a pretty decent hop profile. I would go with Boont Amber by Anderson Valley.
Another vote for Boont Amber, and Anderson Valley in general. Always solid and some great quiet limited releases.
I love the Boont Amber, too, but find the hops to be perfectly zeroed in on Goldilocks territory- not too much but not too little.
Highland Gaelic was my first thought, but I did have Great Lakes Rally Drum Red at Great Lakes when it first came out, and it was all biscuit malt, no hops. Then I had it here at Tyler's in Carrboro, NC and it had a good bit of a piny, earthy hop that caught me by surprise.
Don't forget Amber Lagers! Most are going to be fairly low on the hops but still have some nice malt backbone. Maybe using German base malts but hey who can dock a style for that. Check out Karl Strauss Amber Lager depending if it's in your distro or not.
Lagunitas Censored (I know it's Lagunitas! But it's not hoppy) Mt. Carmel Amber Ale North Coast Red Seal Bell's Amber Ale Troegs Hopback (I know it's called Hopback, but I've always personally found the hops to be very subtle)
So true on the Hopback, their Pale Ale should be called Hopback as the hop profile is a lot more forward. I found Red Seal to be pretty hop forward as well, a little bitter I thought.
