    Brewing a stout with:

    1. Golden Promise (85%) and 6.5 L Munich (15%)

    OR

    2. 50% NA Pale Ale Malt and 50% Dark 11L Munich

Any huge difference in these 2 options?

I'd do the NA pale with the munich. American stout is more about the assertive hops, IMO.

The grain bill from our BA American Stout I think, it's pretty damn rock solid for a base stout actually.

I assume those percentages are just the base malts and you are adding a lot or roasted malts to make a stout. Given that assumption I agree with @FATC1TY the APA Stout that we did is a pretty good start for a stout. I ended up using NA 2 row and 6L Munich (Weyermann) for my version and I am very happy with that stout. I think the GP would be buried by the roasted malts in a stout. So, given all of that, I vote for option #2
