maybe they just don't have any room or storage or time to track it for inventory...

According to their Beer Menus page, the only current Euro selection on tap is Omnipollo Hypnopompa. However, they often have two and occasionally three direct-from-Europe options at any given time.

They have a fairly small number of taps (under 20) but they rotate stuff in and out quite quickly.

I really only look at the draft list most of the time. If there is nothing I want there, then I will check out the bottle list. Bottles at the bar just don't make sense to me since usually I can easily get the exact same thing at a store for a much lower price.

I'm digging the use of "locavore" and "doctrinaire"

I'm curious as to how you know it was "locavore-ism?" Did they say as much? Do they source their stuff from local businesses only. Also, if that were the case, why would that equate to them not having bottles? Last time I checked, there's tons of breweries that sell bottles in the NY area (even if they stayed in the borough of Brooklyn alone, they'd have access to breweries that sell bottles).

And I will almost never order a bottled or canned IPA at a bar/restaurant because I am positive the date is gonna suck, and more often that not when I decided to take a chance, I was proven right. The only exception being if I can see the date first, or if I know for a fact it is fresh product.

A serious beer bar that operates a proper cellaring program is going to have bottles. It's as simple as that.

You should have asked for a can list.

The really good bars have select bottles that are absolutely never available at stores -- often some that improve with lengthy cellaring. Also, sought-after beers a like DFH120 can have the same insane price in stores as in bars.
