Not too familiar with extracts for fermentables (never designed a recipe with them so I am not too sure about their charateristics) but I like the hop schedule, it looks interesting.
The general advice with regards to extracts seems to be to use all light/pils as your base and then add specialty grains as necessary. We don't know the exact makeup/fermentability of darker extracts (including the amber extract in your recipe). I'd probably say to drop the amber extract and make up the gravity with more pale extract and some more specialty grains if yo want to add some more color/character.
Where are you coming up these weird ass hop amounts? .3oz??? Where do you buy 1.5 lbs of liquid extract? Cascade & Simcoe are awesome together. I'd skip the Nelson and DH with more Cascade & Simcoe.
