Right - absolutely wasn't complaining! Just a quirky data point for consideration.

My bottles certainly aren't all local either, and I'm sure that my target will be quite happy about that.

This makes plenty of sense to me - when considering locals, the same applies to Minnesota, and tons of other areas; you can grab crowlers from any number of smaller breweries that are 2-4 hours apart, and even those in-state probably won't have had them. But, as you've mentioned - makes more sense to break it up a bit. And, it's so cool to try something from across the country, or six states away, or etc.! I love locals-for-locals trades.

And it's worth mentioning - WI is actually home to one of my favorite breweries, Central Waters. I would have zero issues with a box full of strictly WI beer!

8/12 days come from WI actually, but all 12 days are new ticks (per untappd). None of them saw Minnesota distro though.

Specific rules all depend on how many people are involved, and how anal the organizer is, along with the expectations. I've run rounds with 40+ people and done exactly what you said about bordering states (I think every shipper-receiver pair was at least 500 miles apart); I also tried to make sure nobody was shipping to someone that had ever sent to before (which gets more difficult every round with an established group). I doubt many rounds are truly completely "random".

As for money and time, those are very valid points -- but you can get creative. While people will always break rules, you can try and say things like "fill a 12 shipper" or "30 pound maximum" and hope people respect the intent.

Sorry -- your post was more detailed than mine and answered the same questions -- that's what I get for catching up on a thread and responding partway through.
