No, not too similar. Neither Casa Agria nor Block 15 invented the gesture of offering up something with two hands, and then there's the fact that Casa Agria's labels depict fruit and hops in the hands and Block 15 is hops only. The angles of perspective are different too.

Too similar? No, but I like the look of the Casa Agria labels better

Yes -- clearly a rip off -- but unless casa agria copyrighted the use of hands holding fermentables it's moot

B15 has been using this label for at least 3 years and Casa Agria was established in 2015. Wouldn't be suprised if Casa was inspired by sticky hands label. If you go to their website, they also use the hands holding grain in their logo. http://home.casaagria.com/

It's an interesting finding, but non-issue. I'd be very surprised to see B15 take any action on this.

those labels were used for home brew samples... aka not used anymore... the new labels look like this..

the biggest thing that may be an "issue" is their logo, which you CAN see on the "Agria De La Casa"

Despite the fact that these labels use the same concept, I don't believe these are visually similar enough to cause confusion between the two products.

(I am not a lawyer. But I am a graphic designer who's done a few beer labels.)
