It doesn't really matter because the honey won't make a significant contribution to the flavor of the beer.

A 5gallon batch would need about 4.5oz of honey to prime to 2.2vols. Morebeer's honey pale ale uses 3lbs of honey for a 5 gallon batch and they suggest adding it to the boil with 45 minutes remaining which seems longer than necessary. The kit gets good reviews. I've used 2lbs of honey added in the last 5 minutes of the boil and got good honey flavor.

If he doesn't heat up the honey with some water, it will be difficult to mix evenly in the beer. He is better off just using sugar to prime, but seems quite determined to use honey.

I remember using a Brooklyn Brew Shop kit and per the instructions it said "Dissolve 3 tablespoons honey with 1/2 cup water" which was for a 1 gallon batch. I boiled the water, added it to a clean coffee cup, then added the honey and mixed it around until it dissolved. Then I added that to the bottling bucket. I had no carbonation issues.
