So if BCBS' ABV changes no new label is required? What about variants? If there's a new variant every year, wouldn't each new variant require label approval as well? BCBS aside, there are other new goose island releases on the horizon that have never been packaged before. Those certainly may be affected.

Not according to that spreadsheet from the TTB Complete List of Allowable Revisions To Approved Labels

Bourbon county doesn't have an optional statement of alcohol content, theirs is mandatory due to the "added flavors or added nonbeverage ingredient" due to the bourbon barrel aging. Why is it they ALWAYS put an ABV on the bottle where DFH WWS doesn't?

    12. Add, delete, or change an optional statement of alcohol content for malt beverage labels.

    YES
Malt beverages that contain alcohol derived from added flavors or other added nonbeverage ingredients (other than hops extract) containing alcohol are subject to mandatory alcohol content statement requirements.

Then it should fall under #11, and would still allowed:

WW Stout doesn't contain added flavors (does it?), so it is simply a standard "malt beverage" and the ABV listing is optional on the Federal level.

Are we just saying stuff now? The question is about the shut downs, not the brewing process. <facepalm>

Since Bourbon County and it's variants are distributed to almost or all states there are many hoops to jump through as well as appease the TTB. Texas for example has a ABV tolerance of .2% +/- and if it's over or under the entire shipment, product at a certain distributor, a certain store etc. will be seized and quarantined. Responsibility lies entirely on the brewer to remedy. TTB has a similar standard.

Since the ABV is not known in advance labels essentially have to be run after blending to prevent any labels from having incorrect info. Each individual barrel can vary in how much spirit goes into solution with the beer. Some much more than others...
