That is the extra safe approach, which is good. Remember the point of using styro shippers is to make packing quicker and easier. If you want to wrap the bottles it would be easier to pull the styro out of the box and put it in a trash bag and put it back in the box, that way you just tape up the 1 trash bag and the end rather than seal up individual bottles.

My wife packs all my trades for me, and she uses shippers. She bubble wraps each bottle and tapes the caps before sliding into their capsule. As long as the bottles aren't moving around in the capsules the box is ready to be closed up and dropped off. We have been using shippers for 150 of my 170 trades, and have never had a break or leak.
