If my cellar averages 60 F most of the year, how would I store/cellar beer for slightly
    lower temperatures?

Currently, I am storing my beer in my cellar in a cooler, so there is no light. The cooler is slightly warmer than the cellar temp.

In the winter, the bottles are cool to the touch, but in summertime, I am concerned about
    higher room temperatures.

How warm is too warm? My "best" closet is currently at ~66 degrees. What can I do with that, if anything?

That's not ideal, but it shouldn't be an issue unless you're planning on long-term storage. If it's something like 1-2, maybe 3, years, it's not really going to matter -- it'll just age a bit faster than it would have at 55-60.

Okay, great, thanks. I'm not planning long-term storage, since I'm moving to Florida in about 1.5 years, most likely. And then I'll definitely need something electric, since there are no basements there and the weather is too warm.

How does the light affect the aging of the beer? If I keep a beer for 2-3 months, will it make a difference with a little light?

Good advice. I have a 1950's liquor cabinet in my cellar. Dark and wood paneled. it's good for whiskey,
so I will start to store beer in it.
