looking at making a chai milk porter and looking at cold steeping tea in the keg before carbonating.
does anyone have any tea quantity suggestions for the keg?

You might consider making your own chai spice blend from cardamom, cinnamon, allspice, ginger, cloves. I'm sure a quick Google search will reveal the appropriate ratios. You could then steep the blend in the keg, tasting frequently to pull the spices when you like its flavor intensity. Alternatively you could make the spice blend and make a tincture with vodka and add it during kegging to the level of flavor you're looking for.

If you do make you're own spice blend, do not use teaspoons, tablespoons, etc for your measurements. They're useless when it comes to consistency if you want to replicate your blend. Use grams and take good notes.

    all has been considered.
but the "taste frequently" isn't practical if i'm doing an 8 hr cold steep.
tinctures are usually my go to, but i'm considering the # of tea and that's a lot of spirit being added.

I made a tea porter one time. I hated it. I believe I used 1 teabag per gallon, added in secondary dry hop style. I left the bags in for several days. Maybe if I'd only left them in for a few hours or made a tea ahead and only added the liquid, it might have been better. But I wouldn't try tea ever again.

lots of questions can be asked.
but multiple days is a long time.
what temp was the beer? what kind of tea?
