Was recently in NYC (Brooklyn) and came across a craft beer bar/store (Breukelen Bier Merchants) that had 16 taps and 100+ bottles & cans, as well as growlers. Thought it was interesting as you could just buy a bottle (which weren't behind the bar) and sit down at the tables even though it felt like a hybrid package store.

Was wondering if a business model like this could even be implemented in CT with their laws. Not completely sure how the on-site premise & off-site premise would work (as the place didn't brew their own beer).

If anything, it was nice to not even see them selling beers from any of the major domestics.

In CT retail stores are not allowed to do growler fills and customers are not allowed to sit down and drink what they just purchased. The only way they can do that is at a wine/beer tasting where they can drink whatever is being served. Breweries are the only people who can fill growlers on site.
