So every other city in Texas has one and I didn't get my hands on any so I am wondering if it's all gone or some place that still has some or getting more? I tried to get some from Spec's in The Colony but they ended up not getting any

Both have come and gone. Several places received BCBCS but typically one case only. Lucky enough to snag a couple.
At the Specs in The Colony there is a door by the bathroom with a key pad. You must press the arrow keys in the following order "up, up, down, down, left, left, right, right, b, a, start". You will then be greeted by a little Asian man.
Gifting stuff to the beer people at Specs definitely helps, so does befriending them and dropping tons of cash.
Shopping at smaller stores where you don't compete with every other BA in Dallas helps as well. I'm not suggesting that befriending your beer guy doesn't help, I'm just saying that there are other places to shop that require less work to be noticed. My gift to my beer guy was posting how awesome they were for having BCBS months after it was gone on social media. Now they hold all the stuff I want (1 or 2 per, I don't go full Chow).
I have done that all besides gifting. Just the Spec's I go to didn't get any Bourbon County so I was unlucky.
